What would cause a person to feel the need to make noise all the time? I work with a man who hoots, howls, and yells pretty much everything that comes out of his mouth. He is not hard of hearing.

My first thought was Tourette's Syndrome but his vocalizations do not seem to be random or uncontrolled and I have never noticed any ticks.

What would cause this sort of behavior?
