Child Behavior Question

My daughter is 12 years old and she is a perfectly healthy preteen, however, she has always been a shy and anxious child (never anything to severe tho).

She is the middle child between a 16 year old eldest daughter and her 4 year old brother. All my children are "good kids" they get good grades never had any real problems with school, social situations etc... Anyway the other night as I was cleaning and I found sugar (yes I checked it was actually sugar) wrapped up in a paper towel and hidden inside a toilet paper roll holder.

It was my 12 year old daughter who did this, however, she refuses to admit it. I just want to understand what psychological reason she could have for doing this? Please help I would greatly appreciate it.
