Are all minutes spent with a psychologist considered on the clock. For example I have requested to cut back appointment frequency. The Psychologist will not address the request and wants to spend time processing it during the next appointment.

Is this standard?

To play devil's advocate, let's say that someone says the psychologist's plan is "stealing time from the patient."
